Governor i Woodruff declined to accept tho resignation resig-nation on the ground, as I understand, that a special election to fill the vacancy va-cancy would cause an expense to the state which he thought would be unwarranted, un-warranted, because of the short time my successor will 'occupy the office. ! "I understand and am advised that I my office as congressman at large i terminated on tho fifty day of January, I J909, by my resignation, or on the , sixth day of January, 1909, by my Inauguration In-auguration as governor of this state.
