The major portion of the time of the city fathers last night was taken p in executive session in the mayor's ollice, the perplexing question being the granting of the proposed franchise, to the Ogden Rapid TranBlt company to build and operate their street car system over Wall avenue, between Twenty-fifth street and Twenty-third street. The Harriman Interests were represented by the general attorney for the system in the Utah district, Parle P. Williams and W. H. Che-vers, Che-vers, joint freight agent for the same district The Ogden Rapid Transit company was represented by Superintendent Superin-tendent Joseph Bailey, ' The executive session continued for nearly two hours, during which time the Bolons listened to tho presentation of arguments on both sides of tho question. As is understood, the proposed pro-posed franchise to tho Rapid Transit people has passed a second reading before the city council and It was expected ex-pected that it would pass to Its last and final reading last night and become be-come a law In the city government At the meeting of the committee of the whole of the city council last Friday Fri-day night. It was stated by C. R. Hoi-lingswortb, Hoi-lingswortb, that the Harriman Interests objected to tho franchise as originally framed and that the general attorney, Mr. Williams, would submit a clause to be Introduced Into the franchise, fran-chise, confining the operations of the local street car company to urban business before the meeting of the council, which was scheduled for last night. Mr. Williams could not appear before the committee of the whole last Friday night on account of illness, but he made bis appearanco before the executive session last ovenlng and earnestly urged his point of objection to the proposed franchise. Mr. Williams stated to tho mayor and members of the council In executive execu-tive session last night that tho Harriman Harri-man Interests had no objections to the granting of the franchise to the Ogden Og-den company over Wrall avenue if a provision could be made confining the operation of the Ogden Rapid Transit company to strictly urban business, but he felt that unless this were done It would bo quite unfair to the trunk lines of railroads that pass through the city. He maintained that If the Ogden company were given an unrestricted franchise regarding intertirban traffic, both as regards freight and passenger business, that It would grant them tho power and prerogative of entering Into deals with Interurban roads to connect their local line wih them and thereby make of the Union depot, which is the property of the trunk railroad systems, a station and waiting place for passengers passen-gers contemplating travel over the Interurban In-terurban system. - Superintendent Bailey of the Rapid Transit company, explained that his company had no thought of connecting with any interurban railroad system, but that their road, with all of its extensions, ex-tensions, Intended working Independently Indepen-dently and that their purpose, in asking ask-ing for the privilege of building their system over Wall avenue was simply to perfect their street car service in keeping with the demands and growth of the city of Ogden. The matter being be-ing fully considered by the council in executive session, it was finally determined deter-mined that the matter of granting the franchise to the home company as contemplated con-templated be continued for one week, that the question might be more fully understood. |
