The party which is opposed to the provisions ot the Fay no bill, affecting the Philippines, havo determined de-termined to further developments be fore taking any action. In lieu or the proposed resolutions In regard to the Payne bill, the assembly prepared a resolution Instructing the Mlipino delegates del-egates at Washington to follow the )U-lectlons )U-lectlons of the resolution of May, ly.us. Instructing them to labor to secure the admission of sugaV and tobacco to American markets without concessions here. This resolution was repaireu, but was not presented. It Is understood that Speaker Os-mena Os-mena of the assembly, has cabled Palo Ocampo. Filipino delegate to congress, that, if the Payne bill Is passed in its platform, the insular government will be unable to meet Its obligation. |
