T:e Knight board is unable to agree with Secretary Daniels that officers who lost their ships through enemy submarine subma-rine action and performed meritoiious service in connection with such loss ! should be awarded high decorations, jthe senate investigating committee was told today by Rear Admiral Austin Aus-tin M. Knight, chairman of the board. I Admiral Knight said that in the case 5 of Commander D. W. Bagley, Secre-tary Secre-tary Daniels' brother-in-law, no deco-' deco-' ration was recommended for any cir-I cir-I cumstance in connection with the sinking sink-ing of the destroyer Jacob Jones be-j be-j cause Commander Bagley did not engage en-gage the enemy. A navy cross was recommended for the officer, he said, for good seamanship displayed in taking tak-ing off the crew and passengers of the torpedoed British steamer Orama. j Commander Bagley was not recommended recom-mended by his immediate superior, he said, for any decoration in connection with the sinking of the Jacob Jones. Officers whose vessels we're torpedoed, torpe-doed, but who by good seamanship and discipline, succeeded In saving their ships, earned the D. S. M., Admiral Ad-miral Knight declared. "It is true that the board recommended recom-mended awards for several of the off i-! i-! cers referred to by the secretary as 'commanders of ships which were lost or seriously damaged by enemy submarines sub-marines or mines,"1 Admiral Knight said.
