President Yuan Shi Kai is moving all military stores as rapidly as possible away from centers cen-ters subject to attack by the revolutionaries. revolu-tionaries. Even before the recent attempt at-tempt to capture the Kiangnan arsenal ar-senal at Shang Hai, much of the machinery ma-chinery from that arsenal had been moved to the Hanyang arsenal at Hankow. Practically all tho troops now located lo-cated along the Yangtse valley and In south China are northern men. The minister ot war has advised President Yuan Shi Kai to have an investigation made into camphor production in Fuklen province for purpose of establishing I a camphor mill to supply military needs.
