March 8 Dr. Rafael Cepeda, ex-governor of the state of San Luis Potosi. was today official-ly official-ly accused by the government of loot-ing loot-ing the bank of the city of San Luis j Potosi of 10,000 pesos and also of disposing of government property for the purpose of securing lunds for the revolution. The administration charges that Cepeda Ce-peda is acting In connivance with Carranza. Car-ranza. The rebel forces commanded by Francisco Pachio. Fabrian Padilla and Gregorlo Pullido. three Zapata leaders, lead-ers, today threatened to resume their old tactics because one of their peace messengers had been arrested. They bad advised the government of their desire to surrender and had sent envoys en-voys to enter Into negotiations. One of the envoys was taken into custody cus-tody by Luis Lascurain. prefect of Xochimllco. in the federal district, who was suspicious of the messenger's messen-ger's mission. The federal authorities authori-ties today ordered the prefect to release re-lease the messenger and to make ef-lorts ef-lorts to atone for his act and pla-. pla-. ate the Zapata followers.
