Show miners are to make demands on the operators philadelphia nov 11 A special dispatch from pa to tho evening telegraph says A complete canvass ot the lackawanna schuylkill and lehigh coal districts shows that tho miners through their delegates to the united mine workers convention to be held here beginning december 14 will refuse to bo bound after april 1 next by a renewal of tho award ot the anthracite coal strike commission appointed by president roosevelt unless tho operators in addition agree to the union becoming a signatory party from first hand source the forecast of tho condition asked la justified A committee representing the union miners will be instructed to wait upon the operators and request a conference this committee will explain to the operators it granted the opportunity that the conference Is asking that a mutual agreement may be reached as to the terms of employment at all collieries colli eries after april 1 the convention will take a stand for an eight hour work day uniform pay for classes of employed emp loyes not rated as miners and specific terms of employment but this will be held subject to a joint convention discussion and will not be obtruded in advance ot the request for a conference should the operators issue or post a notice of their intention or willingness to continue in force the commissions award in advance of the convention such notice will be disregarded it Is said by the convention unless addressed to that fiody the union or to one or more of its representatives falling to get the consent ot the operators to meet representatives of the union the convention will adjourn to allow further negotiations and for final instructions from the local unions in all three districts in the event of the operators refusing to meet or discuss with union representatives the convention will announce the iret of the union mine workers to be longer bound by the terms 0 the corrals alons award recognition of the union in short Is to ho the aim and goal of the convention ven tion and to obtain athla john mitchell backed up by a strengthened organization tho american federation of labor and every influence which he can command stands committed on tho other hand tho operators while avowedly favoring the execution of the award are testing the constitutionality tiona lity of the miners certificate law and should ithe decision of the superior court be in their favor it will intensify the miners demand for a written contract thomas D president of the united mine workers district xo 1 which included the upper or lackawanna and who is one of the three union representatives on the board of conciliation passes on differences between hip operators and em aloyes said tho practical workings ot the award have fallen far bh ort othe miners expectations the board of conciliation has not been able to adjust differences feren ces enough to secure the benefits presumably intended by the |
