President Sproulo's plan will bo tried for the first tlmo on any of the Harriman lines this year by the Southern South-ern Pacific company, and In all .probability .prob-ability will be adopted by the Harriman Har-riman system. It calls for tho elimination elim-ination of much of tho delay hitherto caused by the necessity, of red tape, P S -Jr i LJH and enable tho railwaj, by preparing and investigating tho recommendations recommenda-tions for Improvements contained In tho annual budget and arranging for tho necessary borrowing of money-previous money-previous to tho submission of tho bud-got bud-got to tho directors, to begin actual work upon tho Improvements Immediately Immedi-ately upon their approval. Hereafter tho recommendations for tho budget will bo compiled early In tho year in March or April, or several sev-eral months preceding June. Tho now plan means tho expeditious completion of Improvements beforo 1015, that, undor present conditions) might not be ready for ears after tho close of tho exposition. It also moans tho employment of thousands of laboring mon, skilled and unskilled, for a Bteadier period than they havo hitherto enjoyed.
