Show NO COMPLAINT I ISSUED SALT LAKE, July 28. After looking look-ing carefully over thqj transcript of tho ovldence taken at the coroner's Inquest, County Attorney I. E. Wlllcy has decided that no complaint shall bo Issued against Detectlvo G-oorgo Cleveland for the killing on July 15 of Louie Loy, keeper of an opium den. Mr. Wllley today Is confined to his homo by illness, but in response to a telephone call declared he was convinced that Cleveland could not be convicted of manslaughter because of lack of evidence. Attorney W. R. Hutchinson, representing repre-senting local Chinese friends of Louie Loy, called at tho county attorney's at-torney's office this morning to ascertain ascer-tain what action had boon taken with regard to the issuance of a complaint, and ho was informed by Nephl Jen-son, Jen-son, assistant county attorney, that the county attorney had decided not to issue a complaint. delayed taking decided stand on account ac-count of tho attitude of the Six- companies com-panies of San Francisco, the Chinese consul general and tho local Chinese. On examining the certified transcript of the testimony, however, It was found that Cleveland had made no statement of this kind, but rather, had declared ho knew It was Louio Loy on the roof when he fired.
