Senator ' M Bniley of Texas has resigned from M the senate Ho has made no ex- M planatlon as to his reasons therefor,. Ho first presented the resignation. Mr. Bailey's term M would not have expired until March. i H Senator Bailey declined to give to . H the press any reasons for his action. H In conversation with fellow senators, H however, he based his reasons on tho H vote cast by Democratic senators in jH favor of the approval of tho consti- 1 tulion of Arizona, which he said was ll so contrary to his ideas of govern- I M ment that he dhy not feel he would M be Justified In continuing- his sor- M vice with senators who, as members of his own party, would take the pn- lM sltion that had beeift taken in the l vote on the proposition. M Immediately after tho close of the M session. Mr. Bailey was closeted Tor M some minutes with his Democratic ' M colleagues, but resisted all appeals M to reconsider. He was then sent for M by Vice-President Sherman with fl whom he went into consultation. M When the resignation was first sent M by Mr. Bailey to the vice-president fl the latter refused to announce it to M the senate. Senator Bacon was then H appealed to to make the announce- M ment and, when he likewise refused, J M Mr. Bailey wired his resignation to fl Gov. Colquitt of Texas. H Mr. Bailey's colleagues expressed hope that they might be ablo to in- M duce him to change his mind. During the last few days, Mr. Bail- M ey's leadership has been repudiated JM absolutely by his colleagues. It was l H wtih him that the Republicans made i M their agreement for a vote on the Lorlmer case and mnking the tariff fl board bill the unfinished business. M The understanding was that there H was to be no filibuster on the tariff M board bill, hut a large fraction of tho M Democratic senators, led by Senator M Stono of Missouri, declined to be jH hound by the agreement.
