'The proclamation follows: "Whereas, by tho special message dated January 2Gth, 1911, hcro was transmitted to tho Senato and House of Representatives an agreement between be-tween tho department of stato and tho Canadian government In regard to reciprocal tariff legislation, together with an earnest recommendation that the necessnry legislation be promptly uaoptca; nnu, "Whereas, a bill to carry Into effect such agreement has passed tho Houso of Representatives, but has failed to reach a voto In the Senate; and, "Whereas, the agreement stipulates not only the President of the United States will communicate to Congress an proposed or advisable plan of 'reciprocity 're-ciprocity between this and any othnr country, but also that the governments of tho two countries will use their utmost ut-most efforts to bring about such changes chang-es by concurrent legislation In Washington Wash-ington and Ottawa."
