Show A NATION'S NEGLECT. - What is the Chinese government doing, while millions of its subjects sub-jects are starving? Waiting, we presume, for the big ships to arrive from America with flour and rice. No government with the available credit and resources of China is to be held blameless for an unrelieved famine. Only a few days ago the Chinese let contracts to foreign firms, including an American Amer-ican ship yard, for the building of three warships. There is big money for war preparations but only a few cents for the alleviation of dire distress among the people who, in good harvests, are taxed to the utmost and drained of their surplus resources, and, in times of crop failure are forced to struggle unaided against the wolf at the door. |
