OCR Text	Show GRAND COUNCIL ABOLISHED. China Now Hat Constitutional Cabinet Cabi-net of Ten Memberi. Pfkin. Tho long waited edict abolishing abol-ishing the grand council and substituting substi-tuting a constitutional cabinet of ten members was issued on Monday. The cabinet as announced, however, la made up of the present grand conn-clllora conn-clllora with the addition of Liang Tun Yen, the former president of the foreign for-eign board, who Is now traveling In the United States. Prince Chlng becomes premier and minister of foreign affairs, and Na-Tung Na-Tung and Hsu llhih Chang are made vice prime ministers. Minister Liang Tuan Yen is named second foreign mlnlhter. Otherwise the presidents of the various boards become the ministers, min-isters, respectively, of their departments.
