Utah, reports the educators, has the highest vital index (ratio jot births over deaths) of any state, and the result is that it has a surplus sur-plus population, considering average aver-age income and the opportunities for increasing it. Part of this surplus sur-plus leaves the state each year. The findings of the three educators edu-cators is not exactly new, however. Utah's present governor, Herbert B. Maw, has been fully aware of the above condition for several years and as a cure lor the situation has consistently worked for the promotion promo-tion of more and more industrial development for the state to offset off-set the population pressure and to keep Utah people in Utah. The peactime operation of the Geneva Steel plant is an important import-ant step toward the industrialization industrializa-tion of Utah, and the relieving of the population p'ressure.
