Show Pa rowan Council sell Bonds; Water Project discussed of the city owned garbage equipment. A figure of $8,500 was proposed by Dalton for the purchase of a garbage truck and caterpillar. The city made a counter offer of $9,000 on the sale of the equipment. If not acceptable another proposal will be necessary. --reviewed and accepted a proposal from. Officer Mickelson for additional traffic signing. A map indicating in-dicating where signs are presently located and where additional signs will be placed was presented. The project will be funded through Utah State Department of Transportation, Tran-sportation, according to Mayor Jim Robinson. Officer Of-ficer Mickelson pointed out that thru-traffic in the city would, in most cases, follow an east-west pattern. Some discussion on speed limits within the city and the possibility of another blinking light at the corner of Main Street and Center Street were discussed. Connection fees -Adopted a new fee schedule for water connections. con-nections. The new fee was established by the acceptance ac-ceptance of an ordinance PAROWAN - In recent action of the Parowan City Council bonds for the development of the Main Canyon Water line project were sold with Continental Bank and Trust Company the apparent low bidder. Two bids were received for purchase of the combined com-bined water revenue and general oblication bonds to be used for the water development project. The low interest bid of the banking firm was for a net effective interest rate of 6.3410224. The gross interest cost over the life of the bond issue was computed to be $254,275, according to Dennis Lowder, Parowan City Recorder. Following the sale of the bonds Bud Rhodes and Scott Bulloch, engineers on the project discussed with the council a proposed construction con-struction schedule and identified for the council a need for purchasing additional ad-ditional water rights for future growth. In other action of the Parowan Council they: --adopted a new Animal Control Ordinance as presented by Joe Mickelson of the city police department. depart-ment. Itr was indicated that the new ordinance had been reviewed by the Utah State Humane Society who commended the city for the ordinance which more closely conforms with standards set by that agency. Garbage equipment -Heard an offer by Sherman Dalton of J. & D. Sanitation for the purchase governing connection fees. The council adopted a fee schedule of $750 within the city limits and $1,350 outside the city limits. The increase in funds is designed to be placed in a separate fund to lx known as the water capital improvement fund for use in the future acquisition, development and distribution of culinary water. --Reviewed applications for City Recorder but delayed action pending further interview schedules. --Mayor Robinson reported that the Iron County Commission was in favor of construction a new roof on the old City-County jail facility in Parowan to save that structure from further damage. He recommended that the city sell their two fifths interest in the building to the County for $2,000. The recommendation recom-mendation was accepted and approved by the council. New ordinances --Mayor Robinson presented the recently completed draft of the revised and codified city ordinances as prepared by Attorney Harold D. Mitchell. The Council approved his fee of $807.50 for completing this project. The council will review the completed ordinance or-dinance before adoption. -Heard a review by Frankie Lou Bentley of the Council on progress on the sidewalk projects on 2nd South and also North Main Street. The Council also discussed the curb and gutter problem on East 3rd North Street. The Council agreed to remove those sections necessary at city expense and replace them. |
