I teach the poor and benighted Orientals I what humanity means and what Chris- tianity is, the autocratic and imperial Captain Ptichard P. Leary. who is given the title of Governor of Guam, but who is in reality its Czar and its despot, has issued the following order: "Public celebrations of feast days !' the patron saints of villages will not bo 1 permitted. The Church and its members mem-bers may celebrate the feast days within with-in the walls of the Church, Chapel or private residences, in accordance with the regulations for the maintenance of public peace, and unless otherwise ordered or-dered the enly public holidays recog- j nized will be Sunday and the hclidayM J authorized by the United States stature laws, and by proclamation of his excellency, ex-cellency, the president of the I'nite d States." The declaration of the L'nited States has been that we are in these far-off j islands for the purpose of bringing peace and stability to these troubled I places, with the idea in view of convey -I ing to them the blersings of civilization I and humanity and conferring upon them the benisona of civil anri olisrioix liberty. And yet this Lord High Executioner del'berately interferes with the re;i 1 U-; rites and festivals of a peop'e who have been participating therein for over "imi years. Captain Leary knows, if b knows anything, that the. Catholics, of the semi-Latin countries never hold their celebrations of the feast dnvs of the patron saints indoors. They" at;-alwaya at;-alwaya held in the open air. ir the streets, or in the groves which were "God's first temples." And to declare-that declare-that hereafter no public celebrations of this religious character "shall be permit- ' ted, is to interfere, and to interfere in a mcst shameful and infamous manner, with the civil and religious liberties of these people, and particularly with their religious liberties. They have every bit as much right to hold. thes. festivals of the patron saints of their villages in the streets of those villag- s, or out in the groves of the country I places, as the Methodists of this state have to hold their open air meeting at Pacific Grove. Monterey county. And no captain general has. any rislit to interfere with them under any law . or custom ever sanctioned under th-j I constitution of the United States. f Captain Leary declares that he has J issued this order because of a liability I to riots. Liability to riots from whom? f - lie United States government ha- promised these people peace, stability s and order "-has promised them full pro- ! tection and full liberty in all their civil . and religious doings.
