Show NO USE FOR THE BILL. Washington, March 29. President Roosevelt, in conference with Senator Hansbrough, Representatives Metcalf, Moody and Reeder, today expressed strong opposition to the feature of the general irrigation bill providing for state control of appropriation, distribution distribu-tion and use of water from irrigation works to be constructed under the provisions pro-visions of the proposed law. The president said he believed federal control should govern entirelv and federal fed-eral supervision will be essential to the success of the national aid to irrigation. irri-gation. Senator Hansbrough told the president presi-dent he was originally opposed to state control, but after hearing a full discussion dis-cussion of the question in . meetings held by western members, when the bill was framed, he came to 'he conclusion con-clusion that it was a proper provision.
