STATE ENGINEER Published in Garfield County News on JANUARY 24 & 31, 2002. 2002 SCD ELECTION A Soil Conservation District (SCD) is a subdivision of state government, classified as a dependent special district. Its purpose is to enhance and protect pro-tect private land and water resources. Long term soil and water protection has positive public benefits where all levels of government offer support to SCD programs. A 5-member citizen board of supervisors is elected to govern an SCD. Supervisors serve 4-year terms of office. They give focal direction direc-tion and priority to their SCD programs. Board decisions are made in meetings open to the public. Elections are in progress to fill 2 Supervisor positions on each of the state's 38 SCD boards. Candidates were selected select-ed locally by a nominating committee com-mittee or by petition. Ballots are mailed to private agricultural agricultur-al land operators listedwith the Utah Soil Conservation Commission (USCC). Any registered reg-istered Utah voter, or private agriculture land ownermanager not on the list, may vote by requesting, a ballot.
