Show A JOINT RESOLUTION PROPOSING AN A-MENDMENT A-MENDMENT OF SECTION 4, ARTICLE 13, OF THE CONSTITUTION OF THE STATE OF UTAH. RELATING TO THE TAXATION OF MINES. Be it resolved and enacted by 'the Legislature of the State of Utah, two-thirds of all the mem-r mem-r bers elected to each of the two houses concurring therein: Section 1. That it Is proposed to amend Section 4i of Article 13, of the Constitution of the State of Utah, so that the same will read as follows: 4. All mines and mining claims, both placer and rock in place, containing or bearing gold, silver, sil-ver, copper, lead or other valuable precious metals, met-als, after purchase thereof from the United States, aha 11 be taxed at a value not greater than the price paid the United States therefor, unless the surface ground, or some part thereof, of such mine or claim, is used for other than mining purposes, pur-poses, and has a separate and independent value for such other purposes; in which case said surface sur-face ground or any other part thereof, so used for Other than mining purposes, Bha.ll be taxed at its value for such other purposes as provided by law; and all the machinery used in mining, and all property prop-erty and surface improvements upon or appurtenant appurten-ant to mines and mining claims, which have a value val-ue separate and independent of such mines or mining claims, and the net annual proceeds of all uch precious metal mines and mining claims, shall be taxed aa provided by law. All lands containing con-taining coal, hydro-carbons or stone deposits, after af-ter purchase thereof from the United States and ail property and surface improvements upon or appurtenant to such land which have a value separate and independent of all such lands and the net proceeds of all such lands, and the byproducts by-products of all valuable deposits contained therein not taxed in a crude or raw condition,shall be taxed as provided by law. Section 2. The Secretary of State is hereby ordered or-dered to give this proposition to be published in at least one newspaper in every county in the State where a newspaper is printed and published for two months preceding the next general election. elec-tion. Section 3. This proposition shall be submitted to the electors of this State at the next general e-lection e-lection for their approval or disapproval. All official offi-cial ballots used at auch election shall have printed print-ed or written thereon the words, '"For the amendment amend-ment of Section 4, Article 13, of the Constitution, relating to the taxation of mines," "Yes,'' ''No," and shall otherwise be prepared and submitted to the electors a may be otherwise provided by law, and Baid ballot shall be received, counted and canvassed, can-vassed, and returns thereon be made in the same manner and in all respects as is or may be provided provid-ed by law in the cape of election of state officers.
