Show A JOINT RESOLUTION PROPOSING AN A-MENDMENT A-MENDMENT OF SECTION 2. ARTICLE 13, OK THE CONSTITUTION OF THE STATE OF UTAH, RELATING TO TAXATION. Be it resolved and enacted by the Legislature of the State of Utah, two-thirds of all the members mem-bers elected to each of the two houses concurring therein: Section 1. That it is proposed to amend Section 2, of Article 13, of the Constitution of the State of Utah, so that the same will read aa follows: 2. All property in the state, not exempt under the laws of the United States, or under this constitution, con-stitution, or the laws ef the State of Utah, shall be taxed as provided by law. The word property as used in this Article is hereby declared to include in-clude mones, credits, bonds, stocks, franchises, and all matters and things (real, personal and mixed), capable of private ownership; but this shall not be so construed as to authorize the taxation of the stocks of any company or corporation, when the property of such company or corporation, represented rep-resented bv Buch stock, has been taxed. The Legislature shall provide by law for an annual tax sufficient, with other sources of revenue, to defray the estimated ordinary expenses of the State for each fiscal year. The Legislature shall also provide for the payment of the state debt, if any there be, bofore the same becomes due; and provide for the payment of the interest on said debt as it may fall due. Section 2. The Secretary of State is hereby ordered or-dered to give this proposition to be publised in at least one newspaper in every county in the State, where a newspaper is printed and published, for two months preceding the next general election. Section 3. This proposition shall be submitted to the electors of this State at the next general election for their approval or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For the amendment of Section 2, Article 13. of the Constitution, Con-stitution, relating to the general taxation of pop-erty." pop-erty." ''No," and shall otherwise be prepared pre-pared and submitted to the electors as may be provided pro-vided by law, and Baid ballot shall be received, counted, and canvassed, and returns thereon be made in the same manner in all respects as is or may be provided by law in the case of election of state officers. 1 Section 4.
