Meanwhile, the County Commission decided on April 5, 1983 as the date for the election. The study, completed in October, 1982 - at a cost to Salt Lake County taxpayers of $10,760 -concluded that the city would cost an extra $1.74 million to $2.91 million. Which meant taxes would increase from $50 to $215 for each residential household, depending on the level of services, the size of government and the taxing policy selected. up threatening to divide and erode Taylorsville-Bennio- n the unincorporated countys tax base. The movement became official Feb. 11, 1981 when a petition calling for incorporation of the two communities was submitted to the County Commission by the areas community council. It contained about 200 signatures from residents in the area. The reason the proposal has taken so long to come to a vote is because it was filed after a proposal to form Lake Valley City, which sought city status for the entire unincorporated area. After Lake Valley City was soundly defeated by a 3 margin, Comthe Taylorsville-Bennio- n munity Council asked the County Commission for a feasibility study on the incorporation proposal. The council remained strictly neutral, pending the outcome of squads have suited up ade- and officials have been hired to call fouls and keep score, but the poor fan in the bleachers is just devastated by the obvious lack of preparation and enthusiasm. But the document lacked one essential section. There was no estimate on how much it would cost to contract with the county for municipal type services. Contracting for such services was the basis of a similar study done on the Lake Valley City idea. Something sounded fishy: city of 230,000 would cost only million, while a city of $40,000 would cost from $1.74 million to $2.91 million? But the council wasnt in a critical mood. For three months, no one asked the County Commission for more figures. And the election date kept creeping up. In late January, the council drafted a letter to the County Commission asking for an estimate on contracting for services. The council organized a meeting Feb. 24 to listen to the countys new facts. Two commissioners - Bart Barker and Mike Stewart - showed up and philosophized about how wise the council was to wait for the facts before choosing sides. Counties rarely provide such services. A city, however, is a major undertaking and the results to taxpayers could be devastating without proper direction from responsible officials. And expecting such direction to come from apparent apathy may be a bit much. From my vantage point as a reporter, it looks like residents of formation. It is apparent that the County Commission just doesnt want to provide such figures. If there were ever a time for pro or con groups to band together - it was then. But with a low turnout at the polls, that verdict could go either way, depending on the pro and con activity which takes place during the next few days.
