Editor: After thoroughly investigating all of the issues and options surrounding the proposed incorporation of , we have come to the conclusion that we must not incorporate, for the following reasons: Taylorsville-Bennion- 1. At the present time our services outweigh the amount of taxes we are paying. In 1982 we had 15.3 of the unincorporated population. We are of the contributing only 11.1 unincorporated property taxes and of the unincorporated only 13.5 sales tax. We are growing at a faster rate than the tax base is expanding. By incorporating we would begin and retain our existence as a city in worse position than we presently enjoy in the unincorporated area of the county. Incorporation will bring an additional layer of local government. In order to maintain that additional layer of government, it will be necessary for our industrial and commercial base to rapidly expand. Many have expressed a desire to 2. Pro city stance . . Dear Editor, I have watched the Taylorsville-Bennio- n incorporation issue with interest and read the pro and con comments, although there have been very few from either side. The vote in April is an important one for residents of that area because it will determine whether or not they are going to have city status. I have been very close to the West Valley incorporation effort and have watched the new city being formed. From my point of view there are several good reasons for Taylorsville-Bennion to become a city, the most important being The decisions for the Taylorsville-Bennion area are now made by Salt Lake county officials, with the benefit of the county at large, generally in mind. If this community were to become a city, its own people would make the decisions and they would be made strictly for the benefit of the residents. It is very important for a community such as this to maintain and nurture its identity, which city status would bring. The threat of Col. 4) BENNION. A public meeting concerning the possibility of building a small park in the Bennion area will be held tonight (Thursday), beginning at 7 oclock. The proposed park would be at about 5600 South on 3200 West where a flood control pond has been located. Community Development has funds left that could be used to plant grass, provide backstops and a pavilion, according to Dave Fullmer, a Bennion resident. Mr. Fullmer's home, 3308 W. Crown St. (about 5600 South), is the location for the meeting. On hand for the meeting will be from County Recreation and Flood Control, as well as the chairman of the Taylorsville-Bennion Community Council. Also expected is one of the county commissioners, Mr. Fullmer said. Details would have to be worked out regarding maintenance of the three-acrpark, mainly cutting and watering the grass, he added. Unfortunately, from all indications, voter interest is not very high, indicating the possibility of a low turnout at the polls. Hypothetically, a 10 percent turnout among those eligible could produce a decision a new city or retention of the status quo by a mere six percent or so of the entire voting populace. A few residents of the Taylorsville and Bennion communities have made an effort to bring the issue to the people. The people, so far, have not responded in appreciable numbers. Possibly they're waiting for "next time," chalking this election up as a learning experience. Had interest in the issue been more widespread at an earlier date, it's quite likely that a majority of the residents of Taylorsville and Bennion could go to the polls very convinced that their vote is the "right" one, regardless of whether it is against the issue or in favor of it. In the long run, the major economic considerations involve the recurring consequences of municipal taxation for individual residences. It should be noted that the start up of the new city will result in costs to current residents. These costs may take the form of additional taxes and fees, lower service levels, andor the risk of a deficit financing. The conclusion to be drawn by this statement is that much higher taxes are inevitable by incorporating than staying unincor- porated. 4. The Salt Lake County Commission, through its Public Works Department, has committed to the extension of 2700 West and significant improvements on 6200 South. The county has a major road construction and development program as a city that Taylorsville-Benniocould not begin to support financially. n 5. The possibility of double taxation would prevail if incorporation were to succeed. Cities pay both city taxes and county taxes. Presently we pay a garbage fee and 8.2 mills property tax for municipal services. If incorporation is successful, not only will we be assessed additional mill levy, but also the possibility of the imposition of a franchise tax of on ail of our utilities.
