In contrast to last month when a meeting attracted 250, this weeks session drew fewer than 50 persons to Eisenhower junior high. Many who had turned out for the meeting in February had no chance to voice their views, with time being dominated by officials. Following a format which allotted three minutes to proponents and opponents in alternating time slots, the meeting drew a variety of contrasting viewpoints. Before comments were offered from the audience, the issue was briefly reviewed by Lynne Turner, chairman of the Taylorsville-Bennio- n Community Council. Some of those opposed to incorporation, like Tom Petersen and Scott Hansen, felt residents would suffer with a change to city status. Petersen speculated on a cut in services, coupled with an increase in taxes, while Hansen cited the rising cost of utility bills during a recessionary period as leaving some of us confused. One of the more forceful presentations in favor of city status came from Donna Crase of Bennion. Anything worth having is worth working for . . . worth paying for, she contended. We pay taxes but we have no vote, she stressed, calling for a need to bring government to a more local level. In favor of incorporation, but more brief was Dee Crosby, a resident of Taylorsville for two decades. I think we can do a better job than is being done for us now, Crosby stated, adding, Id be glad to contribute; Im proud of my area. Brent Gardner Incorporation, stated simply, is not necessary. He weighed the cost of local government against the price of it, saying, I dont believe there is a level of dissatisfaction to warrant paying for what it will cost. The city staff is responsible to the manager. The manager hires department heads with the consent of the council and y runs the operations of the city. The manager is less powerful than an elected mayor since he is hired by the council and his job depends on his ability to satisfy that body. The elected council sets policies and approves the budget; the manager has no veto power over council actions. One councilman generally is designated as mayor, on paper a role which is largely ceremonial. In West Valleys case, however, while the mayor has no more voting power than other councilmen, he has more influence because the position requires more time and results in more contacts being made, thus increasing his knowledge of overall city operations. e, questions, day-to-da- y establishing policies which the appointed manager puts into effect. If the incorporation issue fails, then the question is moot. If it passes, however, it appears there could be some legal scrambling to determine just how to establish the new form of government. Voters have a choice of three forms: City Commission, Council-Mayo- r, Council-Manage- r. If incorporation is approved and one of those forms is selected, then voters will go to the polls again in November to elect city officials. The state law (House Bill 71) which separates the incorporation election from the election of city officials, however, apparently has a gaping hole which will complicate the process. If Taylorsville-Bennio- n is approved and, for example, either one of the council forms of government is adopted, how many districts will there be in the city? What will the district boundaries be? Would districts be meaning residents would vote for all candidates, or would candidates run in individual districts, meaning people would vote only for candidates in their area?. Or would there be a mix of and individual districts? Who will determine the answers to these questions? The County Com- and dealings with the council than in the city operations.
