Thebill would let cable, local and long-distance companies into each others’ businesses. The House Commerce Committee scuttled a plan by Rep. Edward Markey, D-Mass., architect of a 1992 law regulating cable rates, to temperprovisions in the bill that would dismantle protection against rate increases. Later, on a vote of 38-5, the DON'T TELL THE “BARNEY” aNygoDY ming” was authorized to compete against the local cable company. Under the bill, small systems would be deregulated immediately and larger systems would be deregulated within 15 months — evenif they don’t compete against another system. The committee also agreed to a changein thebill that Commerce Committee Chairman ThomasBliley, R-Va., contended would accelerate local telephone company entry into the long-distance business, speeding new services and lower prices to consumers. Bliley’s provision would permit a local phone company that already has a competitor in the local phone businessto get into the long-distance business roughly within six months — rather than 18 months — afterthebill's enactment. However, Bliley’s amendment toughened what constitutes a local phone competitor — a company providing both residential and business services. But, in return, language was added to thebill guaranteeing that local phone companies would be able to enter the long-distance market at the same time long-distance companies e. ‘er theirs. The committee also approved by voice vote a measure written by Rep. Michael Oxley, R-Ohio, that would retain limits on foreign ownership of broadcast companies, but would removethe restrictions for telecommunications companies if other countries removedtheir restrictions on U.S. companies. The panel also approved, 34-13, a planlifting limits on the number of TV and radiostations one company may ownnationally and removing a host of decades-old cross-ownership restrictions. However, the plan includes safeguards to protect against undue concentrations, something that was not part of the original broadcast deregulation proposal Under the plan adopted by the committee, one company could owntwo T'V stations and oneother mass media property -— either a newspaperora cable system — in a local market. If the company wanted to own more local media outlets, it would have to get approval from the Federal Communications Commission. Computer Associates, a software pioneer with plenty of acquisition experience, had been believed to be considering another purchase for several weeks. The company has been invigorated by a doubling ofits market value over the pastyear. But the announcement came munications, including broadcast- ers, cable and newspapers.
