To students on campus, the ASUU General Assembly is a financial life preserver largely responsible for funding student organizations. It is the legislative arm of ASUU and is composed of 64 students representing each college on campus. Besides allocating funds to student organizations, it is responsible for the initiation and adoption of all ASUU policies and the approval of ASUU appointments. Each of the Assembly's 64 members is placed on one of four standing committees. There is a maximum of 16 delegates on each committee. These committees are responsible for passing or failing legislation by a majority vote. The Appropriations Committee acts on all legislation requesting up to $1,000 and acts on all legislation requesting funds from the Appropriations Contingency Account. The Operations Committee sponsors legislation concerning funds for the executive branch's activities and acts on resolutions before the Assembly. The Review and Appointments Committee is responsible for all ASUU appointments and makes recommendations to the General Assembly. It has the power to review any ASUU officer in person and place tnem on probation or request a replacement. It also evaluates the performance of all ASUU boards and reports the findings to the General Assembly. The Special Projects Committee acts on all legislation that asks for funds exceeding $1,000. The Executive Committee is responsible for acting on all legislation received from the standing committees and has the power to pass, fail, table or amend the pro-pos- ed bills. To seek information concerning certain issues or areas of possible legislation, an ad hoc committee may be Executive Committee of Assembly i Legislation drafted in bill form and presented i Bill signed by ASUU President' to standing committee established. This allows a group of interested 'Assembly delegates to investigate areas that are too complex for one delegate to investigate effectively. Each committee determines whether the bills they are evaluating are valid and warranted.- - They may request information from all involved groups, create subcommittees to investigate certain issues and hold hearings to make a decision. ASUU Vice President Grant Sperry is the chair of the General Assembly and is responsible for designating legislation to a standing committee and casting the deciding vote in case of a tie. "The Assembly is where all parts of campus come together and act as one. Each person brings a different background into the Assembly, which means we all learn from each other," Sperry said. The vice chair of the Assembly acts as chair of the Executive Committee and is responsible for reporting the findings of the Executive Committee to the Assembly. To submit legislation to the Assembly, a student organization must contact the representative of its college and write legislation together. The Assembly delegate ; ; , then checks with the Finance Board to see if funds are available for the organization and submits the legislation to the Assembly secretary. To request funds for the upcoming year, the organization must submit a budget request the previous spring quarter. If they fail to do so, they should apply for special funding from the ASUU's Finance Board. As soon as a piece of legislation is submitted in bill form, the process begins. It is assigned to a standing committee and is researched and evaluated. If it passes, it is sent to the Executive Committee. This committee is chaired by the vice chair of the Assembly and is comprised of the chairs of the standing committees. The Executive Committee then makes any necessary changes and sends them to the Assembly for a final vote. A majority vote is required for approval from the Assembly. All proposed legislation may be tabled, rejected or amended. During the school year, the Assembly usually meets once a month. The Executive Committee meeting which reviews all legislation is held the week before the Assembly and legislation is submitted .the week before that review. mm feteM mw - tj Paying for a college education isn't easy.
