Rather, he was appointed by former Governor Scott Matheson in 1977 after Representative Edison Stevens gave up his house seat to fill a vacated senate position. Brown proceeded to run successfully suc-cessfully for seven more terms, during w hich he held a number of impressive positions of leadership leader-ship within the house, including one term as speaker in 1987. Three years ago, he was appointed appoint-ed by Governor Mike Leavitt as chairman of the UDOT Transportation Commission. The commission, he says, is responsible for deciding which roads are going to be built next. Issues and obstacles in Summit County According to Brown, one of the biggest challenges he faced while representing Summit County was the vast gully of ideological ide-ological and lifestyle differences among its residents. Providing equitable representation was not easy, he points out. especially when his Republican rancher viewpoints and priorities clashed with the ever- expanding, relatively liberal liber-al west side of the county. "I tried my best to represent repre-sent their points of view, even though I disagreed," Brown said of issues supported sup-ported by the Snyderville Basin and Park City, such as growth and tourism. "I've enjoyed my associa- m tion with the Park City people, but some of the moral issues you can't win in this district because of the diversity," he added. Brown says Summit County's current state -representative David Ure has faced similar challenges chal-lenges in bringing issues from the western part of the county to the state level, and adds "I guarantee (Ure) will be on the firing line in this county, and most of his time will be spent on Park City." He further stresses that, because he was once in the representative's rep-resentative's shoes, he knows that residents on the west side of the county have particular concerns con-cerns pertaining to growth and development. However, even through Ure is also a Republican rancher. Brown points out that experienced incumbents like Ure will be of the most benefit to the citizens and should, therefore, be recognized as respectable representatives, repre-sentatives, even if political differences dif-ferences exist.
