X 9$'- , i y t Senator Alarik Myrin By Senator Alarik Myrin The Republican leadership has come up with a proposal which will fund the highway construction construc-tion which has been projected without a tax increase. By the time you read this you will probably proba-bly have heard a lot about the plan in the news. The plan would raise the vehicle vehi-cle safety inspection fee. There is also talk of changing the collection collec-tion of the current fuel tax on diesel to be the same as for gasoline. gaso-line. That would mean that those who are exempt from this tax would file for a refund as they currently do on gasoline. The expected net increase in collection has not been calculated into the plan. This plan also says there will be less future growth in government because $23 million from growth each year would then go into the highway construction instead of into other government programs. For this concept to work, the economy will have to do well and inflation will have to stay in control. con-trol. The option of a gas tax hike in the future would still be there if needed. Another issue this year is a change in the class B and C road fund to give cities a larger percentage percent-age of current road tax dollars to meet their needs. This is being pushed by the League of Cities and Towns. There are several sets of figures on this. We are trying to get an accurate idea of the impact of the proposal. The latest figures I have seen shows our cities and towns gaining some revenue, but. overall, our area would lose significant signif-icant amounts and Wasatch Front cities would gain significantly. We will pay for this long into the future if it is not done correctly. The rural caucus is reviewing this issue and hopefully we will be able to pass a bill that will not be detrimental detri-mental to our more rural areas. A recent Salt Lake Tribune article was talking about the rural vs. Wasatch Front needs and the effectiveness of the rural caucus. The article was saying some think the rural areas were getting a disproportionate dis-proportionate share of revenues. We need to constantly remind them of all the demand the Wasatch Front residents put on our areas as they recreate, etc. Also, most of our rural roads bring Wasatch Front residents their daily supplies and provide probably proba-bly more miles of use for Wasatch Front residents and tourists than for our residents. Not to mention the importance of natural resource and agricultural production to them. President's budget has good, bad for Utah SALT LAKE CITY (AP) President Clinton's budget holds both good news and bad for Utah. The budget provides $42.7 million for light rail in Salt Lake County; $41.16 million to complete the Central Utah Project; $6.85 million mil-lion to help complete a new shuttle shut-tle system in Zion National Park to reduce traffic congestion; $6.5 million to manage the new Grand Stairase-Escalante Monument in southern Utah; $2.7 million to train new workers to repair Indian ruins; and $16.82 million worth of military construction. But, Clinton's budget also proposes pro-poses to cut by $12 million the amount of money the Bureau of Land Management gives to counties coun-ties to make up for the fact the federal government pays no property prop-erty taxes. That means payments-in-lieu-of-taxes would amount to $102 million. That proposed reduction has county officials angry. They suspect sus-pect they're being forced to go with less money so the BLM can plan and manage the new monument monu-ment opposed by southern Utah counties. "What they are doing is cutting $12 million in PILT, and I think the argument can be made that funded the $5 million shift to the monument," said Mark Walsh, 3- associate director of the Utah Association of Counties. Rep. Chris Cannon, R-Utah. whose district includes the monument, monu-ment, said, "It looks to us that counties are taking the hit to help the monument." But Interior Secretary Bruce Babbitt told the Deseret News that that is not true. The Interior Department has cut 10.000 employees in four years and programs pro-grams such as the county payments pay-ments "should share in that austerity," aus-terity," Babbitt said. Sen. Orrin Hatch. R-Utah, said the budget gives the Salt Lake-South Lake-South Light Rail Project $42.7 million, mil-lion, an increase of $10 million over last year. And, Utah stands to gain in the area of national defense, Hatch said. The Pentagon's proposed $16.82 million worth of construction construc-tion in Utah includes $6.47 million for Peacekeeper missile storage facilities and $3.1 million for a clinic addition at Hill Air Force Base; $5.75 million for a National Guard readiness center in Orem; $1.05 million for work on a National Guard facility in Richfield; and $460,000 for a vehicle-washing facility for the Air National Guard in Salt Lake City. "That's about what we expected, expect-ed, and it would keep us on track," said Don Christiansen, director of the Central Utah Water Conservancy District, overseer of the CUP. That includes $26.12 million in construction funds. It also includes $1 1.6 for a mitigation and conservation fund to reduce environmental impacts from the project. The Interior Department also proposes paying an additional $41.5 million next year into a fund to help compensate the Ute Tribe for CUP water rights. Among the budget's proposals is $2.7 million to train new workers to repair Indian ruins--such as those at Utah's Hovenweep National Monument and begin more such work. National Park Service Director Roger Kennedy worries that because so many parks workers are aging, the service could lose expertise on how to properly repair adobe and stone dwellings, petroglyphs and other rock art without immediate training of new workers. Kennedy told the Deseret News that Hovenweep's ruins are among those most in need of maintenance and repairs. But he said the program could also benefit bene-fit ruins and rock art scattered in almost all Utah national parks and even on Bureau of Land Management areas, "although we would probably take care of our own areas first."
