The agreement puts all dispatching for Uintah County, Vernal City, Duchesne County and the Utah Highway Patrol under one Consolidated Con-solidated Dispatch Center. Roosevelt City will continue their own dispatch. The center came on-line last week with Vernal City and the UPH being the first users on the system. The other agencies will come on-line in stages. The center will reach full implementation im-plementation by Aug. 15. The major reason for uniting the dispatch systems is saving of an estimated $250,000 yearly. The savings sav-ings will come mostly in manpower. The 20 dispatchers required under the divided system, will be replaced with seven dispatchers under the consolidated system. Two Vernal Ci-tv. Ci-tv. two Duchesne County and three UPH dispatchers were absorbed into the' center. Uintah County Sheriff dispatchers will be used to operate the new county jail. Law enforcement agencies are not projecting a decline in the quality of services under the new system. "It is a cost effective move," said Sheriff Arden Stewart, Uintah County. Coun-ty. "It will cut response times." Fire and ambulances will operate on a separate radio frequency than the law enforcement agencies to allow them a clear channel, Stewart said. The dispatch system will not carry the same degree of economic advantages advan-tages for Duchesne County as Uintah County, however, Commissioner Ted Kappen, Duchesne County, said commissioners com-missioners support going to the system. "We're not threaten by the system," Happen said. "We've worked work-ed with the Uintah County Commissioners Commis-sioners for two and a half years with no problems." The consolidated dispatch represents a complete circle from seven to ten years ago. when local agencies split off from the Highway Patrol dispatch system. The Vernal Community Foundation Founda-tion was established in November of 1984 but had not received its tax exempt ex-empt status until recently. The nine trustees, of the foundation founda-tion have met five times to identify three areas where the foundation will lend support: provide matching funds for the the purchase of additional addi-tional books for the public library, provide funds to allow a terminally ill youth in the area the opportunity to fulfill a "last wish" and assist in developing a community center. The foundation is appealing to individuals, in-dividuals, clubs, companies and community organizations to make contributions . "We hope to generate about $100,000 and live off the interest," said Bob Nicholson, president of the Vernal Community Foundation. In working toward its $100,000 goal, the foundation may provide funding fun-ding for certain causes and projects even though its trust account is less than the goal. Persons or organizations' requests re-quests that donations go to a certain cause, will be honored, Nicholson said. "This is a long-term organization," organiza-tion," he said, "that will outlast any of the current trustees." "It has a great possibility for doing a lot of good for the community," he said. The Vernal area has parks, a hospital and other public facilities that have been made possible by the generosity of those who have Gala event planned for Dinosaur Days The celebration of 14 dinosaurs coming to Vernal will begin early Saturday morning during Dinosaur Days the proceeds of hich go to provide pro-vide a better home for the huge creatures. Local poets have already caught the annual dinosaur crae, as they have been submitting work to a poetry contest with a central theme of dmwaurisms. "The Vernal Community Foundation Founda-tion is designed to perpetuate this tradition of giving to the community and to broaden the base so that all who benefit from this unique community com-munity can also contribute to its future," Nicholson said. The foundation has not been organized to sponsor any specific project or accomplish any one goal. The trustees will use the income from the foundation's assets to support projects that are designated to benefit the entire Vernal area. Generally, only income will be used and the basic assets will remain to generate income for the future. The foundation does not intend to provide assistance to individuals in personal hardship situations. However, in very unique circumstances, cir-cumstances, the foundation may consider con-sider providing assistance in a personal per-sonal hardship situation. Cash donations to the Vernal Community Com-munity Foundation are deductible on federal and Utah income tax returns. Under most circumstances, there are special tax benefits to making a donation of appreciated property, such as real estate or securities, or to including the foundation as a beneficiary in an estate plan. The foundation offers a number of possibilities for donations: outright bequest, incremental gifts, memorial fund, life insurance, term trust, gifts with lifetime interest and final beneficiary. Youngsters can get their feet wet In the fishing pond at 11 a m. at the First Security Parking lot.
