Show Add Bill Of Rights? Exec. Council To Alter Constitution The Executive Council, in the last days of its term of office, has started start-ed the machinery of government which could alter the concept of government on the University campus. cam-pus. At the present time, the Council is working on or proposing: Two constitutional amendments which would delete the administration administra-tion from legislative functions in the current ASUU constitution. The amendments would alter the wording word-ing of both the preamble and the amending clause of the constitution. A proposal to add a student bill of rights to the constitution which would guarantee to the student many of the rights already exercised exer-cised but having no basis under the present ASUU constitution. A plan whereby the organization organiz-ation of ASUU and its relationship to the Board of Regents, the Administration, Ad-ministration, and administration-student administration-student committees would be altered. Under the present plan, the Executive Ex-ecutive Council proposes to organize organ-ize a student corporation to handle the finances of ASUU and to insure in-sure financial independence for ASUU AS-UU and the studentbody. The Executive Council is also proposing the establishment of an addition subsidiary corporation which would provide financial aid to students. Such a corporate system would place ASUU in business for itself to assure the best interests of the studentbody. The entire arrangement was devised de-vised when it became apparent that independence from the administration administra-tion could not be achieved as long as the administration and the Board of Regents provided ASUU with appropriations and the funds from the student activity fees. Furthermore, ASUU discovered that Utah State law prevented independent in-dependent institutions (as ASUU envisioned en-visioned itself) from collecting or receiving state funds. |
