Show New jail site suggested, butt price high By BRl'CE LEE Record Editor PAROWAN The most appealing site lor the proposed Cedar City-Iron County jail and office complex is probably east of the City park, next to the Klks Lodge and Coal Creek, but the cost is going to be much more than anticipated, no matter where it is built. Thus was the report by DeLand and . Associates Monday to the Iron County Commission. The consulting firm was hired by the County, the City and the newly formed Jail Advisory Committee to plan lor the much-needed facility, and representatives of all three groups were in attendance at the meeting. The "Coal Creek site" suggested by the consultants was selected because of the amount of land available and the good location of such. "Our recommendation, at this point in time, ... is that the Coal Creek site seems to be the site with the most going lor it," said Consultant Robert Boyle. In looking lor the test location," the consultants studied in depth five possibilities: the "Center Street site" at the corner of 100 Hast and Center, where the Redevelopment Committee had recommended such to be built: the "Coal Creek site"; the "College Way site," at the intersection of 200 North Street and College Way west of -Interstate 15; the "Airport Road site," at the intersection of Airport Road and 200 North; and the "Parowan site," at the site of the County Courthouse. The Center Street site was quickly eliminated because of the limited amount of space. Only 1.75 acres is available, and the consultants feel that closer to five acres will be needed for the entire complex. Also, the Parowan site was eliminated because of lack of enough land and distance from the center of arrest (Cedar City), the Cedar City Police Department and the Circuit Court. The Coal Creek site 'in the upper righthand corner is the one preferred by the consultants because of its location and the amount of land available. However, no decisions as to facilities and location have been made. Jail continued from page A 1 "The bad news" of the day was presented later when Gary DeLand presented probable project costs. He estimated the entire project, if located at Coal Creek to cost $6,012,100. "That's about double what we anticipated," an-ticipated," said a surprised Commissioner Com-missioner James L. Clark. However, according to Boyle, the figures and sizes the Commission had been looking at before were "substantially "sub-stantially undersized and substantially underpriccd." About $400,000 could be cut from that price if the complex were built in a "remote location," such as the airport road area. However, DeLand pointed out that the construction cost of a jail equalled less than 9 percent of the total cost of operation and maintenance over 30 years, thus the central location would be more valuable than the savings of a few dollars. Savings would also be accomplished if only part of the complex were built. Included in the plans are a jail, a sheriff's department, courts and a police department. The total cost could be cut nearly $700,000 if the police department were not included in the complex. Another $1,200,000 could be cut if the courts weren't included. And about $700,000 more could be cut if the jail alone were built, without a sheriff's department. However, City officials including the police and the courts will soon be out of an office because their lease is soon expiring on their current building. Also the sheriff will be looking for new' quarters in the near future because the old County building is scheduled for demolition once the redevelopment plans get underway. The general consensus seems to be that all facilities will be needed; however, nothing has been nailed down at this point as to what buildings will be built and whether they will all be built at the same time. |
