Show SEASONAL UNEMPLOYMENT HURTS UTAH JOB SECURITY PROGRAM Seasonal unemployment is a more significant factor than down-swings in the economy in the payment of unemployment compensation in Utah. This was one of the principal conclusions conclu-sions of a study of unemployment benefit problems in Utah just concluded by Utah Foundation, the private non-profit governmental research agency,' The Foundation's study reveals re-veals that the problem of seasonal sea-sonal unemployment in the unemployment insurance program pro-gram is much greater in Utah than it is in most of the other states. During 1956 the seasonal sea-sonal variations in insured unemployment in Utah was more than three times that for the entire nation. According to the report, "the u n e m p lo yment compensation program in Utah has been used to subsidize u n e m ployment costs in seasonal industries and the persons employed by such industries." Employers in the stable industries are paying for part of the unemploment cofet in the less stable, seasonal type industries. The study points out that this policy was adopted knowingly by representatives of labor, management, and the general public. It has been justified on the ground that seasonal industries indus-tries rnake up such a large part of the Utah economy that all businesses stable as well as seasonal depend upon these seasonal industries for their own operation. Several other states having seasonal unemployment problems prob-lems have attempted to limit payment of benefits to seasonal workers.
