That it Is proposed to amend Section 18, Article XII, of the Constitution Con-stitution of the State of Utah, so that the same will read as follows : SECTION 18. Constitutional Amendment No. 5 A Joint Resolution Proposing to Amend Article XIII, Section 2 of the Constitution Constitu-tion of the Stiite of Utah, as Amended at the General Election in 1930 Relating to Taxation of Tangible Property, Ascertainment Ascer-tainment of Value, Exemptions, and thl Annual Tax for the State. Be it resolved by the Legislature of the State of Utah, two-thirds of all member! elected to ach House and two-thirds of - all members of each House concurring therein: SECTION 1. That it is proposed to amend Article XIII, Section 2 of the Constitution Con-stitution of the State of Utah, as amended ot the general- election in 1930, to read as follows i SECTION 2. All tangible ' property in the State, not exempt under the Jaws of the United States, or under this constitution, shall be taxed in proportion to its value, to bo ascertained as provided by law. The property of the United States, of the State, counties, cities', towns, school districts, municipal mu-nicipal corporations a,id' public libraries, lots with' the buildings thereon used exclusively exclu-sively for either religious worship or charitable char-itable purposes, and places of burial not held or used for private or corporate benefit, bene-fit, shall be exempt from taxation. . Water rights, ditches, canals, reservoirs, power plants, pumping plants, transmission lines, - pipes, and flumes owned and used by individuals indi-viduals or corporations for irrigating lands within 'the state owned by such individuals .ou corporations, or the individual members thereof, shall not be separately taxed as long as they shall be owned and used' exclusively ex-clusively for such purposes. .Power plants, power transmission lines and other property proper-ty used for' generating and delivering electrical elec-trical power, a portion of which is uBed for furnishing power for pumping water for irrigation purposes on lands in the : State, of Utah, may be exempted from taxation taxa-tion to the" extent that such property is iiB'ed- for:such purposes. - These exemptions shall, accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe. : Tbe taxes of the indigent poor may be remitted or -abated " at 'such times and in such maner as may be.' provided by law. : The legislature may .provide for the exemption from taxation taxa-tion 'of homes," homesteads, and personal property, not to. exceed 32,000 -in rvalue for hqmeaand homesteads, and $300 for personal-property. Property not to exceed S3, 000 in value, owned by disabled persons who served, in any war In the military service serv-ice of the United States or of the Stata of Utah. and by the unmarried widows and minor orphans' of such persons may be exempted ex-empted as the legislature may provide.' ' -'- The legislature shall provide by law for an annual tax sufficient, with other sources of revenue, to defray the estimated ordinary ordin-ary expenses of the state for each fiscal year. For the purpose of paying the. state debt, If any there be, the legislature shall provide for -levying a tax annually, sufficient suffi-cient to pay the annual interest and to par the principal of such debt, within twenty years from the final passage of the law creating the debt. . (As amended November Novem-ber 4, 1930.) ' . SECTION 2.' The Secretary of State is .hereby directed .to submit the proposed amendment contained herein to the electors of the state in the next general election in . the manner provided by law. ' SECTION 3. That ft Is proposed to amend Section 9, Article VI, of the Constitution Con-stitution of the State of Utah, as follows I SECTION 9. The members of the Legislature Legis-lature shall receive such per diem end mileage mile-age as the Legislature may provide, not exceeding ex-ceeding eight dollars per day and ten cents per mile for the distance necessariry traveled trav-eled going to and returning from the place of meeting on the most usual route, and they shall receive no other pay or perquisite. per-quisite. SECTION 2. The Secretary -of Stat to hereby directed to submit this proposed amendment to the electors of the state at the next general election isj the manner provided by law. SECTION 3.
