Since that time Vernal City councilmen coun-cilmen have met with members of the Uintah Water Conservancy District and Central Utah Water Conservancy District (CUWCD) and reached a tentative ten-tative agreement for financing a treatment treat-ment plant. The final ratification of the agreement will be at City Council meeting Wednesday, Sept. 16. At that meeting the city proposed several amendments to the original agreement with Uintah Water Conservancy Conser-vancy District for CUWCD to build a treatment plant for the city. The amendments recommended that Ashley Springs be used as a primary water source at the treatment plant, that the city have some control of the operation of the plant, and clarify the city's bonding obligation should CUWCD decide to build a treatment plant for other project water and not have sufficient funds. Also the Ashley Valley, Maeser, and Jensen Water Improvement Districts will have to show some financing for treatment of Ashley Springs water , which they utilize. These 'water districts are hoping for some kind of financing from Deseret Generation and Transmission Cooperative which has, in a letter of intent, promised some funds for a treatment plant for the entire en-tire valley. If the State Drinking Water Committee Commit-tee isn't satisfied with the efforts for financing a treatment plant by the entities en-tities involved, they could rate the system "not approved" which would stop federal loan guarantees. To date, no contamination has been found in Ashley Springs, but the committee com-mittee is demanding that it be treated because it is an open source of culinary water. |
