Show New zoning laws approved for city The Vernal City Council approved a new zoning ordinance which allows subdividers to cluster housing developments and also creates a new zone for only single family dwellings. Bob Nicholson, city-county planner, told the council that the new ordinance would allow planned unit developments which give developers the flexibility to cluster or attach housing units closer together, but requires more open area. "I prefer this type of development because it allows variety and change in the city," Nicholson said. The ordinance requires the developer to post a performance bond to make the improvements for a communial area in the clustered housing development. The council favored the ordinance, but changed the density from five unites per acre to four units per acre, which is the normal density for a Residential One Zone. The cluster units can be developed in any zone without a zone change if the developer meets the requirements of the ordinance. The council also approved a new zoning map which accommodates a zone for single family dwellings only. "The new zone will not effect land use which is now under the current ordinance," or-dinance," Nicholson said. "The only people affected by the new zone are those who have undeveloped lands in R-1, R-1, and wish to build duplexes." Part of the reason for the move to the new zone is that in most cities an R-l zone doesn't allow duplexes, Nicholson said. "Many people move into Vernal assuming the same to be true here," Nicholson added. The new R-l zone will change the present R-l zone, which allows duplexes to an R-2 zone, the R-2 zone to R-3, R-3 to R-4, and the current R-4 zone for mobile homes will be an MH zone 'mobile home). The council approved both the new zoning ordinance and the new zoning map last and both became effective the day after.
