James McParland, chief of the Pin kertons for the western division of that agency, was arraigned bitterly in the closing address nf Willard Hanson, con ducting the defense of Oladve Whitney, eharged with th theft of $10,000 worth of diamonds from J. D. biebl, in the district court yesterday afternoon.
