Paasiklvt, left, with secretary . , ' FOS DELIVER - REPLY TO RUSS FliWLDEMAIID Believed Ready to Give In to Molotov's Ultimatum MOSCOW, Nov. 2 (UP) A Finnish mission arrived today with a written reply to Russian territorial demands, a'ndT diplomats diplo-mats here believed the Finns were ready to capitulate. V. M. Molotov, the soviet premier pre-mier and foreign minister, was believed be-lieved to have spoken his final word Tuesday night In announcing announc-ing that Russia wanted to lease Finnish territory near the entrance en-trance to the gulf of Finland for a naval base and wanted the Finnish Finn-ish frontier pushed back away from Leningrad, on the Karelian Isthmus. It was believed, therefore, there-fore, that unless the Finns were willing to risk armed invasion, they would sign an agreement within a few days. Five la Delegation The delegation of five, headed by J. K. Paasikivi. was met at the railway station at 11 a. m. by a representative of the soviet foreign office and the ministers of three Scandinavian countries allied with Finland In the Nordic neutrality bloc, who are watching the developments de-velopments sharply. It was believed be-lieved that the first talk would be held this afternoon. Th attitude here was that the Finns presumably had come authorized au-thorized to conclude a pact with Russia. The fact that they had been here twice before to discuss Russia's demands and had gone home the last time to convey the demands In writing to the Finnish cabinet, was taken to mean that Finland had reached her decision. The fact that the mission was already al-ready on It way to Moscow when Molotov made the demands public, pub-lic, and continued it journey here, was interpreted as Finland's willingness wil-lingness to accede to the demands. Limit Beached Molotov had mad It clear that Russia had gone the limit in making mak-ing concessions by abandoning the proposal that Finland enter a military mili-tary pact with Russia and by announcing an-nouncing that Russia had no objection ob-jection to fortifying of the Aaland islands between Finland and Sweden. Roosevelt Cites Kalinin Message WASHINGTON, Nov. 2 WV Striking back Indirectly at Russian Rus-sian Premier Molotov's criticism of his lending "moral support" to Finland, President Roosevelt has produced a six-month-old soviet statement which focused capital attention today on American relatione, rela-tione, with Moscow. Without explanation or comment, com-ment, the White House reissued last night a cablegram from President Presi-dent Kalinin of Russia expressing "profound sympathy" for Mr. Roosevelt'lefforts to"prevenl attacks at-tacks on Finland, Poland and other countries. It was first made public pub-lic In April. Reporters at the White House were given copies of the president's peace appeal to Adolf Hitler In April, a cablegram of Indorsement from Kalinin and Mr. Roosevelt's acknowledgement. The message to Hitler asked If he was willing to give assurances that Germany's armed forces would not invade certain nations. Among those listed were Poland, Finland, Estonia, Latvia and Lithuania, Lithu-ania, ail of which have figured in recent Russian negotiations for use of territory for soviet military purposes. Kalinin cabled Mr. Roosevelt "an expression of profound sympathy with the noble appeal" and gave assurances that "it finds most ardent ar-dent response In the hearts of the peoples of the soviet union." |
