Show LABOR BARGAIN PLAHDRAFTED WASHINGTON, Jan. 28 (IN8 President Roosevelt's labor legislation legisla-tion program for the present session ' of congress, soon to be submitted, will ambody a plan designed to give collective bargaining an opportunity to develou of Itself, rather than to force It. This was revealed today by Secretary Secre-tary of Labor Frances Perkins, who outlined in broad form the draft she has almost completed and which, sbs said, will specifically outline out-line the legislative program. She revealed that this draft will demand legislation calling for: "Some, provision for requiring a regulation of maximum hours. "Some provision setting minimum wages where they are necessary and feasible. Practicality Ie Factor "Some provision for promoting effective ef-fective collective bargaining where it is possible and practicable. "Provision for improving general physical conditions in Industry, such as physical safety, etc" Reporters asked Miss Perkins If her program did not contemplate legislation broader than the Wagner labor relations act. "Why, yea," she said. An inquiry concerning the collective collec-tive bargaining legislation brought this reply: Fe Ma NeeeVeel "The plan we have gives collective bargaining an opportunity to develop de-velop without forcing It" The labor secretary concluded her conference with an announcement that the draft of the proposed legislation legis-lation in informal shape would probably prob-ably be available to the public late this week or early next week. |
