Show APPLY THE LASH VIGOROUSLY. . Chief Paul should waste , no time in preparing the list of persons who are violating the smoke or-dinance or-dinance and taking the lawbreakers before Judge Diehl. As The Telegram has already said, the majority ma-jority of the concerns which operate big smokestacks smoke-stacks in the heart of the city-are installing consumers con-sumers or have ordered them. They are no doubt acting in good faith and purpose to carry out the agreement made in the Tolice court, when their fines were suspended. Even these companies require re-quire a little prodding. But there are a number of the worst .violators of the law that have not so much as ordered stokers. These persons should be arrested without ceremony and given the limit of the ordinance. Judge Diehl should refuse to suspend sus-pend their fines. They should be compelled to. pay up, and they should be fined every day until their stokers . are in operation. They have had ample time to order consumers. JTo mercy should be shown them. Justice to the companies that have acted in good faith and ordered consumers demands that institutions in-stitutions which continue to openly violate the smoke ordinance should be vigorously prosecuted. And Chief Paul and Judge Diehl may count on the public's hearty support if they yank these offenders into court and make them smart under a strenuous application of the legal cat-o'-nine tails. |
