After an executive session, from which Mr. Hempstead and Superintendent Baylor of the Al-catraz Al-catraz company were excluded, . those 'gentlemen were invited to participate in the discussion. Mr. Hempstead stated that there was a tacit understanding that the city would not demand the forfeiture if a delay of any reasonable v time were made necessary. The street railway company, he alleged, had failed to lay stone outside its tracks, thus delaying the work, rfnd the Union Lime & Stone company failed to deliver the stone contracted for. As the city would not make concessions satisfactory to the company, the company would fight the issue in the courts. The Board of Public Works passed the matter up to the City Council for a decision. It is believed that the Council will insist upon the payment of the forfeiture. v |
