Show ' QW CGUNCSL fJONDBY After many amendments and changes In the proposed franchise of H. P. Clark for a new street car system In the western part of the city, the City Council Coun-cil Committee on Municipal' Laws put the franchise in shape so that it will probably be passed by the Council Monday Mon-day night. The Council last evening listened lis-tened . to the representation of the Manufacturers and Merchants' association, associa-tion, the Real Estate association, the men backing the franchise and the Eighth West Improvement league, which was protesting against the franchise. The franchise was changed so that the downtown terminal of the road will circle cir-cle a block Instead of stopping in the middle of the street. The franchise was also amended to compel the parking of any and all streets east of Eighth West street. The parking is to be done under the direction, of the City Council. No freight cars will be allowed to stand on the street tracks, or switches within the city limits, and freight shall only be hauled east of Eighth West street between the hours of midnight and o'clock In the morning. The latter amendment was made to satisfy the protest of the Eighth West Improvement league, which made ' an effort to have the car line transferred, to some other street. A tax of $12.50 shall be charged against each car in service In the city and commutation com-mutation tickets of fifty fares for $2 and students' tickets of fifty fares for $1.60 will also be granted. The wires are also to be placed underground In the downtown down-town district. An amendment calls for the completion of the road within eighteen eight-een months. Attorney Frank Pierce represented Mr. Clark and W. G. Purcell of Los Angeles, An-geles, who is associated with Mr. Clark in the road and Is backed by Eastern capital. Attorney I. E. Wllley representing the protestants read a long petition protesting protest-ing against freight cars being run on the street, against their being allowed to stand there, wanted service that was quicker than once an hour and a five-cent five-cent fare to' all parts of the city. The latter question will be settled by traffic arrangements of the road. Judge E. F. Colburn spoke In behalf of the Real Estate association. He declared de-clared that the new road would be of great benefit to the citizens on the West Side. . |
