Show OFFICER OP UTAH I GUARD RESIGNS State Soldiers Without Adjutant-General for Third Time in Less Than Two Years. .. k . - , For the third time In leas than two years the National Guard Of Utah Is without an Adjutant-General, or will be as aeon as Got. Cutler sees fit to act on the resignation of Raymond C Kaylor, which' has been placed in his bands. t In his revignatlon Mr. Ktylnr takes occasion to say Just why he resigned the position. When he accepted the appointment it- waa with the understanding, on his part at least, that certain recommendations which be made ' would be acted on by the Gorernor. In taking this action I desire to state that I am doing so becaaae I am convinced that under conditions obtaining at present and for some time past in the .guard the constructive con-structive work necessary to -place it on a proper footing is impracticable. To . these conditions I had the honor to call . your Excellency's attention on accepting the office of-fice of adjutant-general, and it was ' my understanding un-derstanding that executive action would follow fol-low to ao alter the situation -that necessary growth would be possible. Since then, however,, how-ever,, no such action has bean reported to thia omce, and the fact that your Excellency's Excel-lency's attention haa been called repeatedly and ineffectually to the matter, leads me to the conclusion that such action has bean deemed inadvisable. Under existing conditions. I regard it now, as I regarded it on accepting the position, impracticable to attempt the reconstruction of the guard, or its expansion along the line desired by the-' Kationar Government, and ' in keeping with the general policy among fititaa Trusting that this communication will receive re-ceive early and favorable action, I remain, Very respectfully, RAYMOND C.
