It certainly cer-tainly would have been a convenience. conven-ience. The small fee of three or four hundred dollars the practice brought in. has not been worth it. If the second ticket had been sold for a much higher fee than the first, in years of plenty the practice prac-tice might have been defended. But in years of shortage, these 128 should be the first to be cut off before curbing others. These double tickets are as follows: 17 in Brookside, 35 in district 1, 13 in district 2, 15 in district 3, 27 in district 4 and 22 in district 5. The water belongs to the people in the city who own the land and until all of the first tickets are satisfied no one should be allowed a second ticket. What about the 600 people on meters who paid $35.00 for a meter and are now put back on the same basis as the one ticket holder. This certainly does not encourage en-courage meters.- Fjom a selfish point of view if these 600 meter people had purchased nine years of special privilege second tickets, they would have been water ahead but the city would have now 728 double tickets and a real shortage of. water. The second tickets add to the shortage. There are three words that need to come into their own equality, justice and democracy. dem-ocracy.
