Show CHANGE SHOWN IN SENTIMENT National Legion Convention Expected To Reverse 1931 Action. Utah is one of 37 states in which the American Legion organization has instructed its delegates to vote for the immediate cash payment of the soldier bonus, at the national convention which opened today at Portland, Ore. The delegates pledged to vote for the proposal will be greatly in the majority it appears by a survey of the American Legion as follows: FOR PAYMENT 37 depart-, ments, totel votes, 1129. j AGAINST PAYMENT i Three departments, total votes 61. ! NO CONVENTIONS OR ACTION AC-TION UNREPORTED Nine departments, total votes, 127. While listed among those favoring favor-ing cash payment, Iowa, Missouri and Virginia qualified their indorsement in-dorsement by adding "when the government is able to do so." These three states have a total of 60 votes. South Dakota, with 18 delegates, is conducting a referendum of its posts. 1 The -only three states 'voting against the proposal were Florida, Nebraska and South Carolina. At the natipnal convention in Detroit De-troit last year, the legion went on record as opposed to cash payment after President Hoover had delivered deliver-ed an address before the delegates in which he urged that this action be taken.
