ISEMTOHS START FIGITISIOT Progressives Oppose Utahn as President Pro Tem. of Senate. Special to The Tribune. WASHINGTON. May 9. Senators Borah Bo-rah of Idaho, Johnson of California, Jones of Washington, Norris of Nebraska, Mc-Nairy Mc-Nairy of Oregon. Kenyon of Iowa, Gronna of North Dakota and Moses of New Hampshire will confer tomorrow and lay plans for insurging when the Republican caucus meets to organize the senate. Ostensibly, these senators will meet to formulate a demand for larger representation representa-tion of the liberal element, of the party on important senate committees. They also intend formally to protest the election of Senator Warren of Wyoming as chairman of the appropriations committee com-mittee and Senator Penrose as chairman of the finance committee. But in reality their protest is to be made against the election of Senator Peed Smoot of Utah as president pro tempore of the senate. It is understood that the progressive senators are ready to concede con-cede the chairmanships to Senators War-renfand War-renfand Penrose, but as these are the two most important chairmanships of the senate, sen-ate, they feel that the "old guard" should not, in addition, be accorded the office and honor of president pro tern., for which Senator Smoot is being groomed by the Warren and Penrose clement. Way down under the surface it Is found that Senator Hiram Johnson of California wants to be president pro torn., and his associates are planning their campaign to "put Johnson over." On the showdown Hie stand pat wing of the party will be asked to sacrifice Senator Sen-ator Smoot in lavor of Johnsun in return for withdrawal of progressive opposition to Senators Warren and Penrose. On the face of things, these senators constitute a very small part of the Republican membership mem-bership of the senate; but. as the Republicans Re-publicans will control the next senate by a majori ty of only two, theso senators, acting with a united Democratic minority, could readily prevent the election of Senators Sen-ators YVurren and Penr ose as chairmen of tho appropriations and finance committees. commit-tees. While this maneuvering is going on, the old guard is. not asleep, and rumor is current cur-rent hero today that the Democrats have agreed to let the Republicann organize the next senate and see that one Democrat is absent on the day of organization for every Republican who threatens to hold up the Republican slate. .
