Of the candidates for commissioner, the voter may cast his ballot for two, with the result that the four receiving the greatest number of voles will bo qualified for position upon the ballot for the final election and of these four the two receiving the highest number of vote? in tlio final election will be elected commissioners. Terms Expire. The outgoing members of the commission com-mission are Mayor Ferry, Commissioner Karl A. Scheid, head of the department uf public safety, and Commissioner Herman Her-man II.
