That English ns it is spoken in America Is to become the language of every resident resi-dent of Salt Lake is evidenced by the new and additional duties assigned this , year to the enumerators of the school census, cen-sus, who began their work yesterday. In addition to registration of all children chil-dren of school age, the enumerators must get the names of all aliens between the ages ft ItJ and 45 years. The Americanization American-ization act providing for Americanization schools passed by the last legislature makes attendance of n on-English -speaking persons at such schools compulsory and imposes a penalty for violation of V the law. In anticipation of the enforcement of this act In Salt Lake the city board of education is having a census of all aliens Included in that of the regular school census. J. Fred Anderson, principal of the Lafayette school and director of the evening school in the past, is designated also as director of Americanization and the Americanization school which is to be a part of the night school of the city system. Large Attendance Assured. "This promises to make our night school a much bigger thing; than It has ever been before," said Mr. Anderson yesterday. yester-day. "The law requires us to give instruction in-struction to all aliens who cannot read and write the Knglish language, and it is certain there are many move such in tialt Lake than have attended in the past. The work will he especially designed to qualify applicants -for citizenship to pass examination, but that, as I understand it now, will not be the entire scope of the work." The law requiring attendance at school of aliens .who cannot speak the language of this country is not restricted in its application to Salt Lake, being a state law. The second paragraph of the act reads: "Every alien person residing in this state, except those who may be physically or mentally disqualified, between the ages of lfi and 43-Nvears, who does not possess such ability to speak, read and write the Euglish language as is required for the completion of the fifth grade of the public schools of the state, shall attend a public evening school class for at least four hours a week during the entire time an evening school class of the proper grade shall be in session in that district, within two and one-half miles of his place of residence, or until the necessary ability lias been acquired ; provided, that regular regu-lar attendance at a public day school or part-time school shall be accepted in place of attendance at an evening class. The determination of the persons subject to the provisions of this section shall be made by examination, to be held under rules to be prescribed by the state board of education. Tlje board of trustees of any school district or the state board of education may direct any persons to take these examinations, and the failure of such persons to take the examinations except ex-cept for good cause shall be taken as evl- j deuce that they are subject to the provi-sions provi-sions of this section." Provides Evening Schools. The act provides for establishment of evening -schools for the persons coming under the requirements of the law and imposes a penalty of $" to $25 fine for each offense of violation, the guardian to be liable if the pupil Is a minor. Herewith is the gist of the information which must be written into the card of each alien registered, to be garnered somehow by the census enumerators from those who cannot speak English, and are therefore of especial interest to the census gatherers. The card must Include the name of the person, age, address, nativity, occupation, hours of work, number in family if married, and if single that fact, date of arrival in the X'mted States and port of entry, the information as to whether or not the person is a declarant for naturalization, and if so the time and place of making such declaration. It also calls for a statement as to the education had by the person registered, in both his native country and the L'nited States, and answer as to his ability to read and write the . English language. The card must bear his signature. The city's evening and Americanization school is scheduled to open on September 15, that to be the first date of registration. registra-tion. Director Anderson said he found, while attending the recent convention of the National Education associa tion. that the problem of schooling for aliens Is one receiving much attention everywhere. Educators are agreed that the one sure . way to prevent foreigners from gathering In certain cities or sections of the country until they become characterized as "Little Sweden," "Little Italy" or "Little Germany" is to insure that all foreigners learn to use the language of the country thev have adopted. With its new law, making the learning of the language compulsory, com-pulsory, Utah is in the forefront of the , states that are taking drastic measures to stamp out persistence of old world ideas and ideals among aliens who settle set-tle here to make their homes, says Mr. j Anderson. |
