The resumption of the negotiations at Brest-Litovsk today, if it occurs, wilt take plr.ce in a fos of vague reports and contradictions as far as the outride world is concerned. Statements to many German newspapers newspa-pers indicate a pro'na ble breach between the Germans and the Bolsheviki, and the conclusion ot a separate arrangement between the central powers and the Ukraine.
