Show GUARD CONVENTION FAVORS ENFORCED MILITARY TRAINING NEW YORK, March 29. Universal compulsory military training, with the national na-tional guard as a part of the federal force, was recommended by the unanimous vote of the delegates to the national defense de-fense convention of the National Guard association of the United States at its closing session here today. Members of the universal service committee com-mittee of veterans of the national guard and naval militia, meeting later, went on record as favoring "universal military training and service under exclusive federal fed-eral control for all male citizens of the United States of suitable age." Delegates who attended the defense convention declared tonight that the slg- ' nificance of the resolutions passed by the veterans lay In the fact that they favored compulsory universal service under exclu-'. exclu-'. sive federal control, without mentioning the national guard as a part of the federal fed-eral force. Necessity Exists. The resolutions presented to the de-: de-: fense convention were amended before the vote was taken, so as to provide that the national guard be taken out of the militia i class and become "a veritable federal force, with such provision governing the location of units, the arpointment of off!- oers and representatives in the general staff as the congress may prescribe." The original draft simply stated that ' the association reaffirmed its conviction , that the national giMrri "should be organ- ized as a fsdorai force," and re'iueMed congress to "enaet the necessary legislation'!" legisla-tion'!" for i he purpose of completing its federalization. The resolutions, as finally adopted, also were changed to read that national necessity neces-sity exists for "universal compulsory military mili-tary training." instead of "compulsory military training." |
