Tt Is the fir.st step of the kind ever taken by the Government in time or peace, army officers say. and Is regarded as a forcible illustration of the need thfc arrr.y feels for tnore men. A circular letter sent out today is introduced, in-troduced, with a statement that t'ose who are interested in preparedness "cm render ren-der no mi-re effective service at present than by nsinq: their utmost influence to recruit the re--;ul,-tr army to the strength authorized by law."
