Show ADVOCATES Hi EVERY MALE CITIZEN Colonel H. (X S. Heistand, U. S. A., Declares We Are Unprepared for War. NEW YORK HELPLESS Says Enemy Could Take the Guns, Turn Them Around and Begin Shooting. CHICAGO, Dec. 2-!. Military service during' Uie youth of every male citizen of the United States was suggested today as a means of providing- a sufficient re-servo re-servo army toy Colonel 31. O. S. Heistand, U. S. A., adutant general of the central department of the- army. Colonel Heistand said the United 'Slates was totally unprepared for war, ured that, the regular army and the national guard were inadequate ami protested agn Inst what he termed false history taught the country. "If at this minute." he said, "even,-one "even,-one of ihe 1)0,000 regular soldiers in the United States, cuvalry, Infantry, coast artillery, were assembled in New "York, there would not he enough men to man i he runs on a war footing. "And if every one of the llz.000 national na-tional guardsmen were assembled in New York City, there would not be enough to protect those gruns from attack, and those Sims, as they are now situated, are a STeater menace to New York than a protection, pro-tection, because, all a foe would have to do would be to turn them around and point them at New York City and begin shooting. Plans for Defense. j "For the purpose of defense, I would have every male citizen of the United i Slates, in the early period of his life, J give a sufficient time to the United States army to qualify himself in the essentials es-sentials of a soldier. 1 would have him learn how to shoot and have him learn how to march. I would have him learn how to take care of himself in the field, how to pitch and roll up his lent, how to ride his horse, how to cook his bread and bacon and take care of his healt h, and, above all, to submit his will to Ms commander. And I would have him do that with very small pay. "But the trouble with our people is thev are suffering from false leaehins: and preaching. "In our school histories we teach that in the war of the revolution we whipped England; that in the war of 1S.12 we whipped England; that in the war with Jlexico we whipped her, and that in the , war of our own rebellion we rose up from the fields and the farms and marched right out and put down the rebellion. Same Wars Not Won. "True, we whipped Jrexico. TVe whipped Spain. Thefe is a slang phrase about inking candy from a baby, and that is what we did. We did not whip Great Britain in the war of the revolution. Great Britain was busy at home and quit because she hadn't the slightest Idea what kind of real estate we had here. "In the war of we were humili ated and our capital burned, and Great Britain, because she was busy at home, Quit without insisting' on her rights. "In the war of the rebellion two great mobs of the finest citizenry that ever stepped up to the cannon's mouth stepped up to the front without knowledge of organization and warfare for four straight years, and at the end the one with the longest purse and the greatest number of men triumphed. It was scarcely a war. It was a conflict of mob organizations. organiza-tions. "What we want today is to teach our people that we did not really ever In the history of the world whip a foe worthy of our steel, fur we never have. But we have in us the power, for there Is not a really good American who is not ready to die for his countrv. I plead for a training of every citizen, so that if' the time ever comes when we need to defend these institutions under which we live so gloriously he will be able to do so, and instead of dying a suicide or of coming simply a foolish victim of the foe he will have given a good account of himself in the defense of his country. |
